The capital planning buffer (CPB) offset is a temporary adjustment to the PRA’s capital regime and is intended to ensure that the PRA’s capital framework does not unduly impact HM Treasury and Bank of England macro-prudential policy.

European Commission adopts its report on CCD implementation
The European Commission has published a report on the implementation of the Consumer Credit Directive (CCD). The report, which has now been adopted by the Commission, concerns the implementation of the CCD and assesses its impact in terms of consumer protection. Among other things, it concludes that:
ECB single supervisory mechanism Regulations published in Official Journal
The following have been published in the Official Journal of the EU (the OJ):
- Regulation (EU) No 469/2014 of the European Central Bank (ECB) of 16 April 2014 amending Regulation (EC) No 2157/1999 on the powers of the European Central Bank to impose sanctions;
- Regulation (EU) No 468/2014 of the European Central Bank of 16 April 2014 establishing the framework for cooperation within the single supervisory mechanism between the ECB and national competent authorities and with national designated authorities; and
- an ECB Recommendation, calling for a Council Regulation amending Regulation (EC) No 2532/98 concerning the powers of the ECB to impose sanctions.

Council adopts MiFID II and MiFIR
On 15 April 2014, the texts of the Markets in Financial Instruments Directive (recast) (MiFID II) and the Markets in Financial Instruments Regulation (MiFIR) were approved by the European Parliament in plenary session. This morning the Council of the European Union adopted the texts of MiFID II and MiFIR. The next stage is for the texts to be published in the Official Journal of the EU.
