On 4 November 2026, the European Commission (Commission) published a communication regarding its work programme for 2027.

The communication discusses the Commission’s main plans and priorities for 2027 and is accompanied by an Annex listing new initiatives and their expected timing, as well as initiatives the Commission intends to withdraw or repeal.

There is a clear shift in focus towards implementation of existing legislation rather than new proposals, with the Commission urging the “rapid delivery of the key proposals already on the table.” The latest work programme features 23 initiatives, compared to 38 in 2026 and 45 in 2025.

The work programme sets out a restrained financial-services agenda, focused on competitiveness and simplification rather than major new regulation expanding the EU’s rulebook. The main new financial-services initiative is a Banking Simplification and Competitiveness Package, aimed at reducing complexity and improving the competitiveness of EU banks. The Commission also intends to table proposals to reform the venture capital framework and conduct a mid-term review of the Savings and Investments Union.

Both the European Deposit Insurance Scheme which has been pending for 10 years and will be replaced by the proposals on banking competitiveness in Q1 2027 and the Financial Data Access Regulation (FIDA) proposal are set to be withdrawn. Beyond financial services, the Commission plans to withdraw the 2018 digital services tax and significant digital presence proposals, as well as its 2023 proposal to harmonise corporate taxation across the EU.
