On 30 September 2026, the Financial Conduct Authority (FCA) published Finalised Guidance 26/10: Non-Handbook guidance on CRYPTPRU 7: Overall risk assessment for CRYPTOPRU firms (FG26/10).
Background
In June 2026, the FCA consulted on the proposed Non-Handbook Guidance (NHG) to help cryptoasset firms complete the overall risk assessment required under chapter 7 of the Prudential sourcebook for CRYPTOPRU firms (CRYPTOPRU). The NHG explains how firms should identify risks, run stress tests, plan recovery actions and prepare for wind-down. This should help firms hold the right amount of financial resources and reduce the risk of harm to their clients and to markets.
In FG26/10 the FCA reports that it received 8 responses to its consultation and has made a small number of substantive changes to the NHG to reflect the feedback, and a number of changes to improve clarity and readability. In summary the key changes include:
- Additional Risk examples – De-banking risk and legal risk examples added in paragraph 2.10.
- Additional Stress Scenarios – Additional relevant stress scenarios have been added in paragraph 2.16 and 2.23.

The guidance in FG26/10 comes into force on 25 October 2027.
