On 7 May 2026, the Financial Conduct Authority (FCA) published its approach document (version 8) on payment services and electronic money. The approach document describes the FCA’s approach to implementing the Payment Services Regulations 2017 and the Electronic Money Regulations 2011and amends version 7, from March 2026.

This version sets out updates including:

  • Changes to reflect rules and guidance on safeguarding and resolution packs in Client Assets Sourcebook (CASS) 15 and 10A, and safeguarding audits and monthly returns in the FCA Supervision Manual (SUP). Chapters of the approach document affected: 1, 2, 3, 4, 10, and 13, annex affected: 6.
  • Changes introduced to align with the new rules on terminating framework contracts, as set out in paragraph 8.98 of the approach document.
