On 22 September 2025, the Bank of England (BoE) published a consultation paper (CP) setting out proposals to delete six templates of the assimilated EU law Technical Standard 2018/1624 on resolution reporting (COREP13 UKTS).

Background

The COREP13 UKTS set out procedures and templates for providing information to the resolution authority, the BoE, enabling it to draw up and implement individual and group resolution plans.

Proposal

These six reporting templates that the BoE is proposing to delete collect information from firms related to on- and off-balance sheet items for resolution purposes, specifically:

  • Template Z 02.00 collects information on the liability structure of the firm.
  • Template Z 03.00 collects information on the firm’s own funds requirements.
  • Template Z 04.00 collects information on the firm’s intragroup financial interconnections.
  • Template Z 05.01 collects information on the firm’s major liability counterparties.
  • Template Z 05.02 collects information on the firm’s off-balance sheet major counterparties.
  • Template Z 06.00 collects deposit insurance information.

The BoE explains that these proposals reduce the reporting burden on firms by removing requirements to submit information that is either duplicative with other reporting, no longer necessary, or is proposed to be included in revised PRA MREL reporting templates.

The BoE considers that the proposed deletion of the six templates would not harm its ability to prepare for and execute a resolution. However, the CP further sets out that either the BoE or the Prudential Regulation Authority may also collect information on an ad-hoc basis using other information gathering powers.

The CP is relevant to institutions and UK parent undertakings subject to the requirement to annually submit COREP13 reporting.

The BoE has asked for feedback by 21 November 2025.
