On 12 December 2024, the Council of the EU issued a press release stating that it had reached a provisional agreement with the European Parliament on the draft Regulation amending the Benchmarks Regulation as regards the scope of the rules for benchmarks, the use in the Union of benchmarks provided by administrator located in a third country, and certain reporting requirements.
Next steps
The provisional agreement will now have to be confirmed by the Council and European Parliament, before being formally adopted by both institutions. The text of the provisional agreement will be made available once confirmed. Once formally adopted, the final text will be published in the Official Journal of the EU, enter into force, and apply from 1 January 2026.
