- 28 March 2024 – On 12 December 2023, the Basel Committee on Banking Supervision (Basel Committee) published a consultation on targeted adjustments to its standard on interest rate risk in the banking book. The deadline for comments on the proposed amendments is 28 March 2024.
- 28 March 2024 – On 14 December 2023, the Basel Committee issued a consultative document setting out proposed amendments to its standard on banks’ exposures to cryptoassets. The deadline for comments on the consultative document is 28 March 2024.
EU
- 25 March 2024 – On 21 December 2023, the European Banking Authority (EBA) issued a public consultation on two sets of guidelines on internal policies, procedures and controls to ensure the implementation of EU and national restrictive measures. The consultation ends on 25 March 2024.
- 27 March 2024 – On 18 January 2024, the EBA issued a consultation on an implementing technical standards (ITS) package for benchmarking of credit risk, market risk and IFRS9 models for the 2025 exercise. The consultation closes on 27 March 2024.
- 28 March 2024 – On 8 March 2024, the following were published in the Official Journal of the EU (OJ): (i) Directive 2024/790 of 28 February 2024 amending MiFID II; and (ii) Regulation 2024/791 of 28 February 2024 amending MiFIR as regards enhancing data transparency, removing obstacles to the emergence of consolidated tapes, optimising the trading obligations and prohibiting receiving payment for order flow. The Regulation enters into force on 28 March 2024. The Directive also enters into force on 28 March 2024. Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 29 September 2025.
- 28 March 2024 – On 8 March 2024, there was published in the OJ, Commission Implementing Regulation (EU) 2024/796 of 4 March 2024 amending the ITS laid down in Implementing Regulation (EU) No. 650/2014 as regards the information to be disclosed by competent authorities in accordance with the Capital Requirements Directive IV (CRD IV). The Implementing Regulation enters into force on 28 March 2024.
- 28 March 2024 – On 8 March 2024, there was published in the OJ, Commission Implementing Regulation 2024/348 of 19 January 2024, amending the ITS laid down in Commission Implementing Regulation 2016/2070, as regards benchmark portfolios, reporting templates and reporting instructions, for the reporting referred to in Article 78(2) of the CRD IV. The Implementing Regulation enters into force on 28 March 2024.
- 29 March 2024 – On 14 December 2023, the EBA published a discussion paper on the centralisation of EEA banks Pillar 3 disclosures in the EBA Pillar 3 data hub. The deadline for comments on the discussion paper is 29 March 2024.
- 29 March 2024 –On 29 January 2024, the EBA launched a voluntary survey to help it deliver its mandate under Article 501(c) of the Capital Requirements Regulation which requires the European Supervisory Authority to provide an assessment of the availability and accessibility of relatable and consistent ESG data for each exposure class determined in accordance with title II of Part III of that Regulation. The deadline for responding to the survey is 29 March 2024.
UK
- 27 March 2024 – On 7 March 2024, the Financial Services and Markets Act 2000 (Amendment and Transitional Provision) Order 2024 was published. The Order comes into force on 27 March 2024.
- 28 March 2024 – On 1 March 2024, the Financial Conduct Authority (FCA) announced it is seeking feedback alongside the Bank of England (BoE) on draft guidance for reporting under the revised UK EMIR Article 9 reporting requirements. The FCA welcomes feedback on topics 1 to 5 of the draft Q&As and the proposed changes to the UK EMIR Validation Rules from all interested parties. The deadline for comments is 28 March 2024.
- 28 March 2024 – On 29 February 2024, the Treasury Committee launched an inquiry into the effectiveness of financial sanctions on Russia. The deadline for submissions is 28 March 2024.
- 28 March 2024 – The 3-month synthetic sterling LIBOR setting is expected to cease on the last business day of March 2024. Due to the Easter bank holiday, this will be Thursday 28 March 2024.
- 31 March 2024 – The Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2024 comes into force on 31 March 2024.
