On 17 November 2016, the Dutch Minister of Finance published for consultation a draft decree effecting the European Market Abuse Regulation (MAR) (the Decree). The Decree is the second step to ensure that Dutch law complies with the MAR. The first step was completed on 11 August 2016, with the entry into force of the decree implementing MAR.
Since the MAR replaced most of the national rules on market abuse, this Decree sets out technical amendments to the national legislation. The Decree provides for, among others, the removal of certain national laws on market abuse and effecting two Member State options that follow from the MAR.
The consultation period will end on 16 December 2016.
