On 25 June 2025, the Council of the EU issued a press release announcing that it had reached political agreement with the European Parliament on the legislative package for the crisis management and deposit insurance (CMDI) framework review. The European Parliament has also issued a press release.

In April 2023, the European Commission proposed a significant overhaul of the CMDI framework in order to address certain shortcomings by making resolution a more practical and consistent option particularly for small banks. The proposal amends the Bank Recovery and Resolution Directive, the Single Resolution Mechanism Regulation and the Deposit Guarantee Schemes Directive.

The new CMDI framework clarifies in particular how the existing public interest assessment should be conducted by resolution authorities.

Next steps

The co-legislators will now finalise the legal text at the technical level.

Both legislators will then formally adopt the new framework before it becomes law.
