On 3 February 2026, the Single Resolution Board (SRB) issued a consultation on the:
- Operational guidance on the Business Reorganisation Plan (BRP) Analysis Reports. The purpose of this document is to provide operational guidance to draw up a BRP Analysis Report (BRP AR) for institutions to develop and demonstrate their capabilities to prepare and implement a BRP following the application of the Open-bank Bail-in (OBBI) tool and to provide reasonable prospects of their post-OBBI long-term viability. The guidance facilitates the convergence of practices towards the highest standards (i.e., good practices), aims to ensure compliance with the relevant applicable legal framework and guidelines and to support the SRB’s testing objectives. This operational guidance will be applicable from the date of its publication on the SRB website.
- Business Reorganisation Plan Analysis Reports quantitative template. This is a structured template intended to support consistency across BRP ARs, setting out expectations with regard to the quantitative description of the core bank, the provision of reasonable prospects of achieving post-OBBI long-term viability, and the quantification of the maximum reorganisation capacity.

The SRB will meet with the banking industry and other relevant stakeholders on 3 March 2026 to address any questions before the consultation ends.
