On 22 October 2025, the European Banking Authority (EBA) published its fifth and final report on the functioning of anti-money laundering and countering the financing of terrorism (AML/CFT) colleges.
Key findings
The final report notes that overall the EBA found that the state of the colleges’ framework has remained stable since December 2023 and that the number of colleges has remained broadly the same. However, the EBA also found that Member State competent authorities had made limited progress in addressing two previous priorities – implementing the risk-based approach to the organisation of colleges (the EBA found that most supervisors had not adapted the functioning of colleges to the level of money laundering / terrorist financing risk they presented or the characteristics of the college) and ensuring that discussions on the need for a common approach are meaningful and systematic (the EBA found that most of the colleges it actively monitored were still not considering these aspects).
Next steps
From 1 January 2026, the responsibility to monitor AML/CFT colleges will be transferred to the EU Anti-Money Laundering Authority (AMLA). AMLA may wish to take the findings from the final report into account as it builds its supervisory framework.
