On 14 February 2024, William van de Voorde, Chair of the Permanent Representatives Committee of the Council of the EU wrote a letter to the European Parliament’s Chair of the Committee on Economic and Monetary Affairs, which states that the Permanent Representatives Committee have reached agreement, except for one item, on the final compromise text of three proposals:

  • Regulation of the European Parliament on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing.
  • Regulation of the European Parliament and of the Council establishing the Authority for Anti-Money Laundering and Countering the Financing of Terrorism and amending Regulations (EU) No 1093/2010, (EU) 1094/2010, (EU) 1095/2010 (AMLA Regulation).
  • Directive of the European Parliament and of the Council on the mechanisms to be put in place by the Member States for the prevention of the use of the financial system for the purposes of money laundering or terrorist financing and repealing Directive (EU) 2015/849.

In relation to the AMLA Regulation agreement has not yet been reached on the location of the seat in Article 4 of that Regulation.

Should the European Parliament adopt its position at first reading in the exact form of the texts of the above proposed EU legislation annexed to the letter, the Council will approve the European Parliament’s position and the acts will be adopted.
