On 21 October 2025, the Department for Business and Trade (DBT) announced a series of reforms aimed at placing economic growth at the centre of regulators’ priorities, alongside measures to enhance scrutiny and transparency.

Key announcements include:

  • A strengthened duty requiring regulators to prioritise helping businesses to grow, encouraging proportionate business friendly regulation.
  • The introduction of a public dashboard to enable businesses to monitor and assess regulators’ performance.
  • That there will be more independent reviews scrutinising key regulators and recommending improvements.

The DBT also set out in this announcement that it will be discussing these measures with regulators in the coming week and outlining further measures as part of the Regulatory Action Plan.
