On 13 May 2025, the Financial Services and Markets Act 2023 (Commencement No. 9) Regulations 2025 (the Regulations) were made and published on legislation.gov.uk.
The Regulations are the ninth commencement Regulations made under the Financial Services and Markets Act 2023 (FSMA 2023).
The explanatory note to the Regulations provides further information on those provisions of FSMA 2023 that are being brought into force, including provisions that:
- Revoke and repeal certain provisions of EU assimilated law that is referred to in section 1(1) and Parts 2 to 5 of Schedule 1 of FSMA 2023, with effect from 14 May 2025.
- Revoke a Commission Delegated Regulation relating to the trading of instruments on trading venues, as well as provisions of the Financial Services and Markets Act 2000 and of the Financial Services and Markets Act 2000 (Regulated Activities) (Amendment) (No. 2) Order 2003 that relate to insurance, with effect from 14 May 2025.
- Revoke the Capital Requirements (Capital Buffers and Macro-prudential Measures) Regulations 2014 with effect from 31 July 2025.
