On 29 January 2014, the European Commission published proposals for structural reform of EU banks in the form of a draft Regulation. The proposals apply to the largest EU banks and groups – on the basis of historical data the Commission estimated that 29 EU banks might be caught.

The Council of the EU has now issued a press release which states that it has now agreed its negotiating stance on the draft Regulation. On the basis of this mandate, the incoming Luxembourg presidency will start negotiations with the European Parliament as soon as the latter has adopted its position.
