The Payment Systems Regulator (PSR) has published Policy Statement 15/26: PSR regulatory fees 2015/16 (PS15/16).

PS15/16 follows the PSR’s August 2015 consultation paper on changes to the fees calculation and collection method and sets out the responses and the PSR’s feedback, as well as the resulting FCA decisions and fees rules for the PSR.

Among other things the PSR notes that overall there was strong support for proceeding with its proposed ‘indirect billing’ approach and provides the following deadlines for operators and fee-paying payment service providers (PSPs):

  • operators must issue invoices for the 2015/16 PSR regulatory fees to their direct PSP members, acquirers and card issuers operating in the UK as soon as possible so that they can pay their fees on time;
  • individual direct PSPs (in Bacs, CHAPS, C&C, FPS, LINK and NICC) and acquirers and card issuers operating in the UK (in MasterCard and Visa) must pay their 2015/16 PSR regulatory fees to their operators by 10 December 2015;
  • operators will alert the PSR of any missing payments on 11 December 2015, and the PSR will contact the relevant fee-paying PSPs about their fees; and
  • operators must pay the monies collected to us by 21 December 2015.
