The Payment Systems Regulator (PSR) has published the final terms of reference of its market review into the ownership and competitiveness of infrastructure provision. This market review will consider whether competition is effective in the current provision of infrastructure services in UK interbank payment systems and whether it delivers a good outcome for service-users. The final terms of reference confirm that the review will focus on Bacs, Faster Payments Scheme and LINK. The PSR intends to publish an interim report in early 2016 and its final report in summer 2016.
