On 2 July 2025, an All-Party Parliamentary Group comprising of a cross-party group of members from the House of Commons and the House of Lords published a report, Launch of ‘No Half Measures – A Blueprint to Beat APP Fraud’.

The purpose of the report, which had been prepared in consultation with industry leaders, is two-fold:

  • To analyse the Mandatory Reimbursement Requirement (MRR) from the Payment Systems Regulator requiring Payment Service Providers to reimburse customers who are victims of fraud that takes place on their platform.
  • Beyond the MRR, to understand what measures should be prioritised in the updated Fraud Strategy in order to address the problem of authorised push payment (APP) fraud in a way which is comprehensive, collaborative, and fair.

The report sets out a series of practical recommendations to inform the Government’s upcoming update to the Fraud Strategy, including improved prevention, clearer regulation, stronger data sharing, and more robust support for victims. It calls for a coordinated, cross-sector strategy involving Government, regulators, financial institutions, tech platforms, and law enforcement – emphasising that there can be no half measures in tackling APP fraud.
