- 29 February 2024 – On 29 November 2023, the Basel Committee on Banking Supervision published the consultative document Disclosure of climate-related financial risks. The deadline for feedback to the consultative document is 29 February 2024.
- 1 March 2024 – On 14 December 2023, the International Organization of Securities Commissions issued a consultation report on market outages. The deadline for comments on the consultation report is 1 March 2024.
European Union
New legislation:
- 28 February 2024 – On 8 February 2024, the European Commission adopted a Delegated Regulation supplementing Regulation (EU) 2021/23 on a framework for the recovery and resolution of central counterparties regarding regulatory technical standards (RTS), specifying the minimum elements to be included in a business reorganisation plan and the criteria to be fulfilled for its approval by the resolution authority. The Delegated Regulation enters into force on 28 February 2024.

- 26 February 2024 – On 24 November 2023, the European Banking Authority (EBA) issued a public consultation on new guidelines on preventing the abuse of funds and certain crypto-asset transfers for money laundering and terrorist financing purposes. The deadline for comments on the consultation paper is 26 February 2024.
- 29 February 2024 – On 29 November 2023, the EBA published a consultation paper on draft RTS on the conditions for assessing the materiality of extensions and changes to the use of alternative internal models and changes to the subset of the modellable risk factors referred to in Article 325bc under Article 325az(8)(a) of the Capital Requirements Regulation. The deadline for feedback to this consultation is 29 February 2024.
- 29 February 2024 – On 15 December 2023, the European Securities and Markets Authority issued a consultation paper regarding technical advice on the penalty mechanism under the Central Securities Depositories Regulation. The deadline for comments on the consultation paper is 29 February 2024.
Public hearings:
- 28 February 2024 – On 18 January 2024, the EBA issued a consultation on draft guidelines on the management of ESG risks. The EBA will hold a virtual public hearing on the consultation paper on 28 February 2024 from 14:00 to 16:00 CET. The deadline for comments on the consultation is 18 April 2024.
United Kingdom
New legislation:
- 26 February 2024 – On 1 February 2024, a statutory instrument – The Financial Services Act 2021 (Overseas Funds Regime and Recognition of Parts of Schemes) (Amendment and Modification) Regulations 2024 – was published, along with an explanatory memorandum. The statutory instrument enters into force on 26 February 2024.
- 1 March 2024 – On 22 January 2024, there was published on legislation.gov.uk a draft of the Bank of England Levy (Amount of Levy Payable) Regulations 2024. The final form statutory instrument is expected to come into force on 1 March 2024.
Consultations closing for comments:
- 28 February 2024 – On 8 December 2023, HM Treasury and the FCA jointly published Discussion Paper 23/5: Advice Guidance Boundary Review – proposals for closing the advice gap (DP23/5). The deadline for comments on DP23/5 is 28 February 2023.
- 1 March 2024 – On 31 August 2023, the FCA published Market Study MS23/1.4: Wholesale Data Market Study: Update Report. Stakeholders are invited to share their views on the FCA’s proposed market investigation reference (MIR) decision and the emerging themes and issues set out in the report, by 29 September 2023. The FCA plans to publish its market study report by 1 March 2024, which will include its findings on competition in these markets and its decision on whether to make an MIR, an explanation of its decision and other actions to address the issues identified.
