ICE Benchmark Administration (IBA) has published the following documents relating to its role as the administrator of the London Interbank Offered Rate (LIBOR):
- LIBOR code of conduct: contributing banks – issue 2. This sets out practice standards for contributing banks (i.e. banks carrying out the regulated activity of providing information in relation to a specified benchmark); and
- whistleblowing procedure. This sets out a mechanism for any person to alert the IBA anonymously of any conduct that may involve manipulation, or attempted manipulation, of LIBOR as required by the FCA’s market conduct rules.
