On 2 July 2025, the House of Lords Financial Services Regulation Committee (Committee) launched a Call for Evidence for its inquiry on the growth of private markets in the UK following reforms introduced after 2008.

The inquiry opened on 1 July 2025 to examine whether, in particular, the regulatory capital and liquidity reforms introduced post-2008 have reduced the banking sector’s ability or willingness to lend, pushing risk away from the banking sector and towards private markets. The Committee is seeking evidence on ten questions to look into the banking and private market disparities, including how much visibility the Bank of England has on the size of these private markets, their interconnections within the banking sector and any regulatory arbitrage or potential spillovers that need to be addressed.

The Committee welcomes submissions until 18 September 2025 where respondents should provide verifiable data to answer the Committee’s questions.
