On 8 December 2025, HM Treasury (HMT) published its annual report for financial year 2024 to 2025 on anti-money laundering and counter-terrorist financing (AML/CFT) supervision.

HMT works closely with the UK AML/CFT supervisors – the Financial Conduct Authority, His Majesty’s Revenue and Customs, the Gambling Commission and the 22 legal and accountancy Professional Body Supervisors – as well as with the Office for Professional Body Anti-Money Laundering Supervision.

The report provides information about the activities of UK AML/CTF supervisors between 6 April 2024 to 5 April 2025 and fulfils HMT’s obligation, under Regulation 51 of the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017 (MLRs), to publish an annual report on supervision activity using information requested from supervisors.

The report:

  • Covers the responsibility of supervisors to register businesses for supervision under the MLRs and assesses money laundering and terrorist financing risks within their populations.
  • Details each supervisor’s risk-based approach to monitoring compliance with the MLRs by their population using various methods such as desk-based reviews, onsite visits, and other supervisory interventions.
  • Outlines supervisors’ use of enforcement action to promote compliance with the AML/CTF standards among their supervised population.
  • Explores supervisors’ educational role in supporting firms to take a risk-based approach by sharing relevant guidance and risk assessments, and covers collaboration with other supervisors, law enforcement, and the private sector.
