On 26 April 2024, the Financial Conduct Authority (FCA) published Handbook Notice 118, which describes changes made to the FCA Handbook and other material by the FCA Board under its legislative and other statutory powers within the past month. 

The changes described in Handbook Notice 118 are those set out in:

  • The Consumer Credit and Mortgages (Tailored Support) Instrument 2024 (these changes were made on 28 April 2024 following CP23/13).
  • The Listing Rules Sourcebook (Sponsor Competency) Instrument 2024 (these changes were made on 25 April 2024 following CP23/21).

Summary of changes

Consumer Credit and Mortgages (Tailored Support) Instrument 2024

Following consultation in CP23/13, the FCA Board has made changes to the following Handbook sections:  the Glossary of definitions; GEN 2.2; specified provisions of MCOB; and specified provisions of CONC. In summary, the instrument makes changes to the FCA Handbook to incorporate relevant aspects of the FCA’s Tailored Support Guidance for Consumer Credit, Mortgages and Overdrafts, as well as introducing further targeted changes. The instrument comes into force on 4 November 2024 and feedback has been published in a separate policy statement (PS24/2).

Listing Rules Sourcebook (Sponsor Competency) Instrument 2024

Following consultation in CP23/31, the FCA Board has made changes to section LR 8.6 within the Handbook. In summary, the instrument makes changes to the FCA Handbook to amend the criteria for approval as a sponsor. It came into force on 26 April 2024 and feedback is published in Chapter 3 of the Handbook Notice.
