The FCA has published a report outlining a proposed package of initiatives to improve the UK’s wholesale debt listing regime. The report outlines the measures the FCA has or will take as a result of its engagement with the UK Debt Market Forum. Such measures include an:

  • extension of the scope of the FCA’s ‘Wholesale Debt Approach’ to reviewing wholesale debt documents;
  • a proposed new guidance note on omitting the requirement to provide historic financial information on guarantors;
  • extension of the scope of the FCA’s ‘Same Day Service’ under which it reviews prospectus supplements; and
  • early engagement team designed to help prospective overseas issuers understand better the process for listing debt securities.
