The FCA has published Policy Statement 15/6: Bringing additional benchmarks into the regulatory and supervisory regime (PS15/6).
In December 2014, the FCA published a Consultation Paper on bringing 7 additional benchmarks in the regulatory and supervisory regime. In PS15/6, the FCA summarises the responses it received and sets out its framework for regulating and supervising the additional benchmarks.
Based on the feedback, the FCA has made one change to provide further clarity on who is, or is not, a benchmark submitter, particularly in the case of auction participants.
The final rules contained in PS15/6, which will come into force on 1 April 2015, make amendments to the Glossary of definitions, Fees manual, Market Conduct sourcebook and the Supervision manual in the FCA Handbook.
