On 22 May 2020, the FCA published Handbook Notice 77.
This Handbook Notice describes the changes to the Handbook and other material made by the FCA Board under its legislative and other statutory powers on 13 May and 21 May 2020. Where relevant, it also refers to the development stages of that material, enabling readers to look back at developmental documents if they wish.
On 13 May 2020, the FCA Board made changes to the Handbook through the COVID-19 Premium Finance Instrument 2020. The instrument made changes to CONC 6.7 which came into force on 18 May 2020.
On 21 May 2020, the FCA Board made further changes to the Handbook by approving the Payment Services Regulation 2017 (Payment Account) Instrument 2020 and the Supervision Manual (Reporting No 14) Instrument 2020. The first instrument amends PERG 15.3 by ensuring the FCA’s PERG guidance on payment accounts is consistent with the European Court of Justice judgment on the concept of a payment account under the revised Payment Services Directive. The instrument came into force on 22 May 2020. The second instrument also came into force on 22 May 2020 and amends SUP 15 Annex 3R by amending the firm details form to bring this into alignment with the form used by firms in Connect.
