On 1 March 2024, the Financial Conduct Authority (FCA) published Handbook Notice No.116. This Handbook Notice describes the changes to the FCA Handbook and other material made by the FCA Board under its legislative and other statutory powers.

On 29 February 2024, the FCA Board made changes to the Handbook, as set out in the General Provisions (Interpretation) Instrument 2024.

Summary of changes

Section 66 of the Financial Services and Markets Act (FSMA) 2023 made amendments to FSMA 2000 so that FCA rules can make ambulatory references to enactments. Following Consultation Paper 23/25: Quarterly Consultation Paper No.42,  the FCA Board has made changes to General Provisions 2.2. The instrument makes changes to the Handbook to make all references to enactments in Handbook rules made by the FCA (including Glossary terms where they are used by rules) ambulatory in nature unless there is a contrary indication.

The instrument comes into force on 1 March 2024.
