The FCA has published a call for input on its approach to the current payment services regime.

The call for input seeks views on existing FCA guidance published in 2009 to assist firms in complying with their legal requirements under the payment services regime. Such documents being the:

  • Payment Services Approach Document which aims to help firms navigate through the Payment Services Regulations (PSRs) and relevant rules; and
  • Perimeter Guidance Manual (PERG 15) which contains guidance aimed at helping businesses consider whether they need to be authorised or registered for the purposes of providing payment services in the UK.

The FCA is not seeking views on how the PSD2 should be implemented given that this is a matter for HM Treasury. Instead its intention is to gather input more specifically on the documents mentioned above and to build on relevant feedback it has already received to date.
