On 15 September 2021, the European Banking Authority (EBA) published revised guidelines on the stress tests conducted by Member State deposit guarantee schemes under the Deposit Guarantee Schemes Directive (DGSD). The revised guidelines strengthen the current DGS stress-testing framework by requiring the DGSs to stress test their ability to perform all of the interventions they are legally mandated to perform. The original guidelines only requested stress testing DGSs’ ability to reimburse depositors. The revised guidelines also require the DGSs to stress test their ability to have access in due time to all of their funding sources, including extraordinary ex post contributions and alternative funding arrangements (irrespective of the amount of available ex ante funds collected by the DGSs). The revised guidelines apply from 15 September 2021. The original 2016 guidelines on the DGS stress tests are repealed.
