The European Banking Authority (EBA) has issued a consultation on draft Regulatory Technical Standards (RTS) on prudential requirements for central securities depositories (CSDs).

The consultation contains three draft RTS:

  • the capital requirements for CSDs;
  • the additional risk-based capital surcharge reflecting the risks, including intraday credit and liquidity risks, of ancillary banking services; and
  • the details of the frameworks and tools for the monitoring, the measuring and the management, the reporting and the public disclosure of the credit and liquidity risks, including those that occur intraday.

The aim of the draft RTS is to harmonise calculations on capital requirements that currently vary across Member States, and specify a prudential framework for those CSDs that provide banking-type ancillary services. These requirements would, as specified by the Regulation on CSDs, be in addition to those required by the Capital Requirements Regulation and will specifically address the intraday credit and liquidity risks that these CSDs are exposed to.

The EBA must submit these draft RTS to the European Commission by 18 June 2015.

The deadline for responding to the consultation is 27 April 2015.
