On 28 August 2018, the European Banking Authority (EBA) published three consultation papers concerning Implementing Technical Standards (ITS) on supervisory reporting by firms subject to the Capital Requirements Regulation (CRR).

Consultation paper on draft ITS amending Implementing Regulation (EU) 2016/322 with regard to LCR for liquidity reporting (Paper 1).

On 13 July 2018 the European Commission adopted a draft Delegated Act amending the Commission Delegated Regulation on the liquidity coverage ratio (LCR). The draft Delegated Act triggers certain changes in the calculation of the LCR which necessitates updates to the ITS on LCR reporting which are covered in Paper 1. The deadline for responses to Paper 1 is 26 October 2018.

Consultation  paper on draft implementing standards amending Implementing Regulation (EU) No 680/2014 with regard to FINREP (Paper 2).

Paper 2 includes suggestions on the reporting of non-performing and forborne exposures which are key to assessing institutions’ strategies on the management of non-performing loans. The proposals further seek to strengthen supervisors’ ability to assess and monitor non-performing portfolios by way of collecting more granular information on these assets on a recurring basis. Amendments to FINREP are proposed to improve insights into operating and administrative expenses. Minor changes are also made to FINREP to accommodate the replacement of IAS 17 leases as the standard for the accounting of leases with IFRS 16 leases on 1 January 2019.  The deadline for responses to Paper 2 is 27 November 2018.

Consultation paper on draft ITS amending Commission Implementing Regulation (EU) 680/2014 with regard to securitisation (Paper 3).

In light of the introduction of the new securitisation framework which entered into force in January 2018, the proposed ITS on supervisory reporting seek to integrate the changes in the new securitisations framework, and foster consistency between reporting and disclose requirements. The deadline for responses to Paper 3 is 27 November 2018.
