On 19 October 2023, the Council of the European Union (EU) published an information note regarding the:
- Proposal for a Regulation amending the Markets in Financial Instruments Regulation as regards enhancing data transparency, removing obstacles to the emergence of consolidated tapes, optimising the trading obligations and prohibiting receiving payments for forwarding client orders.
- Proposal for a Directive amending the Markets in Financial Instruments Directive.
The information note attaches a letter that the Presidency had sent to the Chair of the European Parliament Committee on Economic and Monetary Affairs following the Permanent Representatives’ Committee meeting of 18 October 2023 which endorsed the final compromise texts.
In the letter the Presidency confirms that should the European Parliament adopt its position at first reading in the form set out in the compromise package, the Council will approve the European Parliament’s position and the legislation would be adopted in the wording which corresponds to the European Parliament’s position.
