The Department of Energy and Climate Change (DECC) has published an addendum to its May 2013 consultation on amendments to the Consumer Credit Act 1974 (CCA 1974) to clarify the identity of a debtor in a regulated Green Deal plan. Draft amendments have been included within this addendum. Further amendments will also be made by DECC to consumer credit legislation for the Green Deal later, including to reflect that, on 1 April 2014, responsibility for consumer credit regulation will move to the FCA and be brought under the Financial Services and Markets Act 2000 (although most of the substantive requirements of the CCA 1974 will remain in force).
