The FCA has published a web page on consumer credit reform and its impact on local authorities.

Currently many local authorities are not required to hold a consumer credit licence from the Office of Fair Trading. However, the Government has decided that some local authority consumer credit lending will be regulated by the FCA. Local authorities that carry out this activity will have to register for interim permission with the FCA before 1 April 2014. The FCA will be emailing all local authorities by the end of January advising them of what steps they need to take.
