The European Banking Authority (EBA) has published the following final draft technical standards on information exchange between home and host Member State regulatory authorities under the Capital Requirements Directive IV (CRD IV), namely the:

  • final draft regulatory technical standards (RTS) on collaboration concerning supervision between the regulatory authorities of home and host Member State specifying the information that competent authorities shall supply to one another under the CRD IV. The RTS specify the information to be exchanged in relation to firms’ passporting in one or more Member States on a branch or services basis, or both. They cover information exchange concerning the regular “going concern” operations of the firm and information to be exchanged in a liquidity stress situation; and
  • final draft implementing technical standards (ITS) on collaboration concerning supervision between the regulatory authorities of home and host Member States in relation to sharing of information in accordance with the CRD IV. These ITS establish standard forms, templates and procedures for information-sharing requirements. Annex 1 to the ITS contains templates and forms for information to be exchanged on a regular basis and Annex 2 contains the template to be used for the exchange of information in a liquidity stress situation.

The technical standards have now been submitted to the European Commission for adoption.
