On 29 January 2026 the Bank of England (BoE) published a speech by Sasha Mills (Executive Director, Financial Market Infrastructure) given at The Tokenisation Summit in relation to shaping the UK’s digital finance future.
The speech outlined regulatory priorities for the upcoming year, including:
- Progressing the systemic stablecoins regime: the BoE will aim to finalise the regime for systemic stablecoins, working with the Financial Conduct Authority (FCA), by the end of this year.
- Clarifying how tokenised collateral can operate under UK EMIR: the BoE will set out further policy later this year on how tokenised collateral can operate under the existing regulatory framework.
- Expanding the Digital Securities Sandbox (DSS): the BoE are working to continue to expand the remit of the DSS by working with FCA and HM Treasury to expand the range of settlement assets in the DSS to include regulated stablecoins.
In addition, the speech highlighted the importance of resilience, proportionate supervision of Financial Market Infrastructures and strong international coordination.
