On 23 February 2026, the Single Resolution Board (SRB) updated its operational guidance on separability and transferability for more alignment and proportionality. The update follows a consultation that took place between 13 August 2025 to 22 October 2025. The SRB has also issued a Feedback Statement to the consultation.

When a bank is declared failing or likely to fail and meets the other conditions for resolution, the SRB, in close cooperation with the relevant authorities, including the National Resolution Authorities, prepares the resolution scheme outlining the resolution actions to be taken with the aim of meeting the resolution objectives and principles. The updated guidance focuses on the transfer tools, in the form of share or asset deals, and reflects the legal framework and the related public documents published by the SRB and the European Banking Authority.

At the same time the SRB has published operational guidance on transfer playbooks. Transfer playbooks are operational documents that demonstrate the capabilities of the institutions to operationalise a transfer process in the context of resolution. The document provides operational guidance for banks to develop their transfer playbook. In this respect, the guidance sets content expectations regarding the transfer playbook, promotes convergence of practices, aims at ensuring compliance with the applicable regulation and guidelines, and supports the testing objectives.

The SRB states that the guidance will be applicable from the Resolution Planning Cycle 2026. Institutions are expected to engage with their internal resolution teams to prioritise key elements to their resolvability and to ensure that the deliverables are proportionate, feasible, and sequenced over time.
